Sebuah desa di selatan India, Lank, melarang perempuan yang belum menikah menggunakan telepon genggam atau HP. Alasannya, dikhawatirkan mereka merencanakan perkawinan terlarang yang bisa-bisa berujung pada hukuman mati.

Di beberapa wilayah di utara India, pernikahan antara anggota klan yang sama dilarang. Pernikahan biasanya diatur oleh orang tua alias dijodohkan.

Bahkan, di beberapa desa yang masih konservatif, keluarga biasa menerapkan hukuman ekstrim, termasuk pembunuhan atas nama kehormatan, bagi mereka yang melanggar tabu. Dalam beberapa kasus, dewan desa bahkan memerintahkan hukuman itu, meski prakteknya seringkali dihalangi oleh aparat kepolisian.

Makin berkembangnya teknologi juga membuat para tetua Desa Lank ketakutan. Khawatir telepon genggam menyatukan dua sejoli dalam hubungan terlarang.

Namun, larangan ini tidak berlaku bagi para pemuda lajang. Mereka boleh memakai HP selama berada dalam pengawasan orang tua.

Keputusan ini sontak ditentang para aktivis perempuan. Kata mereka ini  tak adil dan ketinggalan jaman.

Apa yang sebenarnya terjadi di sana?

Pejabat kepolisian Lucknow, Jenderal Brij Lal punya penjelasan. Diceritakannya, bulan lalu, ada 34 pasangan kawin lari di Distrik Muzaffarnagar, Uttar Pradesh, di mana Desa Lank termasuk di dalamnya. Di antara mereka, delapan di antaranya dibunuh. Hanya dalam waktu sebulan.

"Tiga gadis dipenggal oleh anggota laki-laki dari keluarga mereka sendiri. Gara-garanya mereka kawin lari dengan anak laki-laki dari klan yang sama," kata Brij Lal seperti dimuat situs Washington Times.

Ini biasa terjadi. Meski keputusan dewan tetua adat desa yang disebut panchayat tidak mengikat secara hukum di India, tetapi itu dilihat  sebagai kehendak masyarakat lokal.

Mereka yang berani menentang, risikonya dikucilkan. Di Uttar Pradesh, panchayat yang punya pengaruh sangat kuat telah menyatakan bahwa anak laki-laki dan perempuan dari marga yang sama pada dasarnya adalah saudara kandung.

Larangan penggunaan ponsel bagi perempuan lajang adalah bagian upaya lebih luas untuk menghalangi pernikahan intraklan di kalangan 3 juta penduduk Pradesh.

Menurut anggota dewan adat, Satish Tyagi, keputusan panchayat yang mengikat 50.000 warga Desa Lank sedang dipertimbangkan untuk diterapkan di desa-desa lainnya.  "Sebab, ponsel terbukti membantu pasangan muda kawin lari," kata dia.
